it seems like if a person was reported already and was cleared you cannot report him again. Also can i put a report in without a video like stats for example a person gets 120 kills and only 3 to 6 head shots 14 games in a row similar statistics? And he uses any weapon.

KDR it's not really enough to ban someone. Unless he was absolute trash before those 14 games.
