I understand the original report for this guy was basically no information at all, but I do not believe he is clean.  His reports with high HSKR are all with snipers, but I don't think they are reasonable even with a sniper.

His most recent 200 reports have insane HSKR with snipers.  His reports prior to this, there are 176 listed, show basically no sniper use.  The one older report with sniper use is ~50% HSKR, far below his 85-95% more recently.  I tried to spectate him, he left the server as soon as i joined as spectator.  If spectator video is required, I'll try to get it.  But, I think these HS rates may be enough.
