I play BF4 often with a player who uses IRNV on a FAMAS. In game this player is very accurate, one has no time to react whatsoever, however, when one looks at the battlereports one finds that the registered accuracy is nearly 18 in average, which is considerably low compared to the performance of the player, which is confusing me.
So could that be normal? how can the player's accuracy be low when it should be so high? how is accuracy calculated in that sense?

18% accuracy is the average you'll get on a Famas, regardless of the scope. Nothing surprising here. At 1000 rpm even 18% accuracy will feel like you get hit by everything, it's just your perception of things. Even people with aimbot rarely go above 30% accuracy.
Accuracy is number of hit / number of ammo fired (in percent) for the whole round. Which means that if you take a tank, fire a shell and hit 3 people you'll have 300% accuracy. Some people can be extremely good despite very low apparent accuracy because they just try to shoot down heli pilots or people from afar. Accuracy is definitely not the best metric when it comes to judge a player's skill, it's extremely dependent on the playstyle and can variate quickly.
