FrankWFS is marked as clean, but after several rounds, and quite a few complaints, I checked his profile to see what was up. The whole server was complaining about the usual stuff: prefires, seemingly increased damage, wallhacks, etc. Normally, I wouldn't put too much stock in that, but after looking at his stats, something seems off. Here's his BF4DB profile:

His damage output and HS/K seem off considering his total accuracy. I might think he was a smurf, were it not for the apparent lack of skill initially and the pretty severe bump in K/D and SPM around 12 hours in. His HS/K starts at 35% or so even though he's barely shooting 4-5% total accuracy.
