Also, be sure to add sufficient evidence like battlereports, screenshots, spectator recordings etc. Anything that proves that the player is indeed cheating. Without evidence the report will be set to "clean" without us even looking at it.

When the player you want to report has a "clean" tag and no "report" button, you can report him via this forum.
