Is that Xara 3D http://www.xara.com/us/products/xara3d/screenshots/ I had it years ago and that wallpaper reminds me of it, posted link with examples, easier to find.

Ok thanks, I wasn't sure which program it was, when I messed around with Xara it was interesting to play with and the awesome things it did though that was a long long long time ago.This is not Xara.
