With that last link, one of the admins explicitly says that its banned, with you actually commenting under his post. Maybe you forgot?
Personally I never agreed with the banning of crosshair users, as its mostly unenforceable. I just want some further clarification on this BF4DB rule change.
Also its absolutely has been the official policy at some point in time. With this particular example it would actually ban people for reshade usage, as it has the "capability" to render a crosshair.
